This category includes the Baseline Reports used to assess the CMP data.  The baseline monitoring phase ended when thermal treatment operations began on September 7, 2004.  This date marked the transition from the baseline monitoring phase to the operational monitoring phase of the CMP.  All subsequent events are considered operational monitoring events and analytical results are compared to the baseline threshold values.  These baseline threshold values are published in the Baseline Threshold Report, July, 2008, which as provided to DEQ.
